The Electric Market Restructuring in South America: Successes and Failures on Market Design

The paper reports on the restructured electric markets in Latin America, which have pioneered changes worldwide. The changes started taking place in 1982, when Chile formalised an electric power reorganisation. Argentina followed in 1992, and then Perú in 1993, Bolivia and Colombia in 1994, the Central American countries and Brazil join the group in 1997. Venezuela and Ecuador have also started similar paths. Insights gained and problems identified in the operation of the markets, transmission access and distribution pricing are reported.
